ADU Building Steps

Buckley Builders, Inc., (General Contractor License. # 109051)  streamlines all stages of planning, permitting, and construction. Below is a simplified version of the approach recommended by the County of San Diego.

1. Decide and Prepare

  • Take Photos: Once you have an idea of the ADU type you want, start by capturing all angles of the available space on your property.

  • Make a Sketch: Create a rough layout of your lot, indicating the placement and dimensions of existing structures. Factor in important elements like septic systems or easements.

  • Collect Information: Retrieve a Property Summary Report and meet with County Planning and Development Services (PDS) to discuss design options, site-specific factors, and potential constraints.

  • Consult with a Professional: this is a great time to have a consultation with Buckley Builders, Inc. Asking questions now ,can save save money later.

2. Design and Apply for a Building Permit

  • Draft Plans & Determine Costs: Decide whether to hire an architect or designer, create your own plans, or use Pre-Approved County ADU Plans to save time and money. Consider the cost implications of each approach.

  • Finalize Construction Drawings: Make sure all necessary calculations, support documents, and construction plans are completed and ready for submission.

  • Submit for Plan Review and Pay Fees: Go through the pre-intake process at the County office and set up an appointment to begin the formal plan review.

3. Obtain Permit

  • Revise Drawings and Resubmit: If your plans require revisions after review, adjust the drawings and resubmit them until all comments are addressed.

  • Obtain Bids from Contractors: Secure bids from contractors to ensure you have a solid understanding of the development costs before obtaining an official building permit.

  • Building Permit Issued: Once all approvals are secured and fees are paid, the building permit is issued. This permit is valid for 2 years but can be extended.

4. Construct Your ADU

  • Select Contractor: Buckley Builders, Inc., is a great choice. Choose a licensed contractor who is in good standing with the California State Licensing Board (CSLB).

  • Begin Construction: Your contractor will start construction, ensuring all local building codes and standards are followed.

  • Construction Inspections: Throughout the process, periodic inspections by local authorities will ensure that the project meets all regulations.

  • Certificate of Occupancy: After the final inspection is approved, the County issues a Certificate of Occupancy, and you’re ready to enjoy your new ADU!

Additional Considerations

  • Eligibility and Size Limits: Confirm the maximum allowable size for your ADU. The size limit is influenced by your lot size and the square footage of your primary residence.

  • Pre-Approved Plans: The County offers Pre-Approved Standard ADU Building Plans that can simplify the design and permitting process, potentially saving time and costs.

  • Septic Systems: If your property relies on a septic system, ensure that your ADU plans account for the additional load.

  • Permitting Fees: Fees vary based on the size and type of ADU being built. Check the Development Fees for estimates specific to your project.

  • Contractor or Owner-Builder: Decide whether to hire a general contractor or manage the project yourself under an Owner-Builder Permit. We recommend calling Buckley Builders, Inc.

Costs:

  1. Permits and Fees (5-10%): Building permits, impact fees, and other local agency charges.

  2. Design Costs (10-15%): Architect or designer fees for custom plans, or savings if you use the pre-approved ADU designs provided by the city.

  3. Construction Costs (60-70%): Labor and materials for site preparation, foundation, framing, electrical, plumbing, and finish work. Detached ADUs generally cost more than garage conversions.

  4. Utility Upgrades (5-10%): Separate metering, upgrades to water, sewer, gas, and electrical connections, and any new infrastructure required.

  5. Septic and Environmental Costs: If on a septic system, additional evaluations and potential system upgrades may be required.

  6. Impact Fees: Reduced or waived for smaller ADUs, but larger units may still incur impact fees.

  7. Financing and Interest Costs: Depending on the financing option used (e.g., home equity loan, ADU-specific financing).

  8. Soft Costs: Inspections, engineering reports, soil studies, or environmental assessments.

  9. Landscaping and Exterior Work (5%): Additional costs for landscaping, driveways, and outdoor spaces.
